== Background == The Dorothea Dix campus includes land that has been used as a plantation, hospital complex, agricultural land, cemetery, and municipal landfill. At the time of acquisition by the City of Raleigh in 2015, the site contained a dense cluster of buildings and infrastructure associated with the former hospital, much of it inaccessible to the public. ''Main Article: [[Dix Park]]'' The Master Plan is explicitly non-binding and is intended to guide future design and implementation decisions rather than prescribe final outcomes.
